Don't Play On This Play Horse

If I am a kid and see a carousel horse in the middle of a city park with soft padding below, won't I automatically assume this was placed here for me to play upon? If not, why the nice cushy safety mat paced at it's base? I can only assume one of 3 possible explanations for the sign above:

A) Salem city park department enjoys teasing kids.
B) A child has fallen off resulting in injury that they determined can be prevented by both a sign and a mat. OR
C) A soft mat was cheaper than a railing or barrier around it.

Regardless this is another example of our tax dollars hard at work.

Now, YOU KNOW that that was put there to avoid potential lawsuits, when the better thing to do would have been to think about WHY something like that is out there in the first place, and why NOT make it something that kids COULD play on..touch, whatever, so that if it has to do with anything important, you allow children to interact with history hands ON. They'll remember it more...GEEZ.
